Abstract

This paper examines how Physical Education can support leadership and self-advocacy among undergraduate students, with a focus on Uttar Pradesh and policy relevance for Sitapur. The study uses secondary data from the All-India Survey on Higher Education 2021 22 and evidence from published research. The analysis shows that Uttar Pradesh has the largest student population in India with more than 57 lakhs enrolled in higher education. Most are in Arts, Science, and Commerce, while Physical Education enrolment is small. Yet more than 25,000 students graduate in PE each year at the undergraduate level, and thousands more at postgraduate and research levels. This proves that PE is a stable discipline with human resource potential. At the same time, gender gaps are clear, with male students dominating across levels. The Gross Enrolment Ratio in UP is only 26 percent, with lower access for Scheduled Castes and Scheduled Tribes. The Gender Parity Index is near balance, but this equality does not reflect in PE. The literature confirms that PE develops teamwork, leadership, and confidence. Teacher support and peer roles strengthen these outcomes. Self-advocacy can also be practiced in PE sessions. Together, the data and evidence show that PE can be used in Uttar Pradesh, and especially in district colleges like Sitapur, to promote leadership and self-advocacy in a structured and inclusive way.
